Kazakhstan to Start Accepting 2025 Foreign Worker Quota Applications Starting August 1
Starting August 1, 2024, the Department of Employment and Social Programs of the Republic of Kazakhstan (RK) will begin accepting applications to establish a quota for recruiting foreign labour force (FLF) for 2025.
Applications for the quota are accepted until September 27, 2024. Such applications must include the number of foreign workers invited, especially the specialists. The quota is intended to enable companies to sponsor work authorizations for foreign workers in the specific region where they will work, VisaGuide.World reports.
Foreign Employees Who Are Not Required a Work Permit
In this regard, the list of persons who do not require a work permit from the local executive bodies for the employment of FLF includes:
Business immigrants who arrived to carry out entrepreneurial activities
Citizens of the member states of the Treaty on the Eurasian Economic Union dd. May 29 2014
Crew members of sea and river vessels, air and railway transport
Persons attracted by participants and bodies of the Astana International Financial Center
First heads (directors) of Kazakhstani legal entities and their deputies with 100 percent foreign participation in their authorized capital
Persons who are on business trips with business purposes, the duration of which does not exceed 120 calendar days in total within one calendar year
Persons who have obtained an investor visa, except for family members and dependents
Other persons.
List of Work Categories for Quota of Foreign Workers 2024
The IRS withdrawal quota in 2024 is divided into four categories, which are as follows:
906 permits in the first category (managers and their deputies)
5054 – in the second category (managers of structural subdivisions)
The main part of the permits refers to the third (specialists) – 10,786
And fourth (skilled workers) categories – 2,888 units
As the Ministry reveals, up to 2366 people can also be involved in seasonal work. Meanwhile, the new quotas for the respective regions include:
Akmola region: 800 (increase from 178)
Almaty City: 1,671 (decrease from 2,050)
Astana City: 1,191 (decrease from 1,331)
Atyrau region: 4,765 (decrease from 6,144)
Shymkent City: 537 (increase from 156)
West Kazakhstan: 1,047 (decrease from 1,094)
Zhambyl: 3,660 (an increase from 1,181)
Last year, 14,500 IRS withdrawal permits were issued and extended by local executive bodies to employers, which amounted to 78.5 per cent of the redistributed quota (18,000).
Currently, 13,183 foreign citizens work in the territory of Kazakhstan with the permission of the local executive bodies. Employers must provide information on the current number of foreign nationals employed and the number of foreign nationals the company intends to hire in 2024 when applying for their specific work permits.
In 2023, the quota for attracting labor migrants to work in the family was set at 305.8 thousand units. Local executive bodies granted 295,261 permits. Kazakhstan has settled the total quota at 0.23 percent of the country’s workforce, 22,000 workers.
