South of Kazakhstan is the leader in the share of population with incomes below the subsistence level.
“The highest wages are observed in the Western macroregion (Atyrau, Mangistau regions), in the Central-Eastern macroregion (Ulytau), as well as in the large agglomerations of Astana and Almaty. At the same time, in the Southern and Northern macroregions, the average wage is below the national average (the average in the Republic of Kazakhstan for 2023 is T364.3 thousand). The gap in the share of the population with incomes below the subsistence level (the average in the Republic of Kazakhstan is 5.2%) between the regions in 2023 was 3.7 times. The largest share of the population with incomes below the subsistence level is recorded in the Southern macro-region (from 6.4% to 9%), as well as in the Western macro-region, in particular in the Mangistau (7%) and Kyzylorda (6.2%) regions,” reads the draft concept of regional policy of Kazakhstan for 2025-2030.
Although wages in the Western macro-region, especially in the Atyrau and Mangistau regions, are above the national average, cash income per capita remains below the national average.
