Ukraine launches bold labor overhaul to jumpstart economy
Kyiv is developing an employment strategy to boost Ukraine’s economic growth by reducing unemployment, ensuring job equality, and enhancing market flexibility, the Economy Ministry announced on May 5.
Key focuses of the strategy include creating new jobs through small- and medium-sized enterprises (SMEs) and social entrepreneurship, providing professional training according to market demands, offering flexible work options for youth, women, and persons with disabilities, and modernizing the employment service system through digitalization.
The German government and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH are supporting the development of the strategy within the project “REYOIN — Promoting the socio-economic integration of Ukrainians returning from abroad, internally displaced persons, and host communities in Ukraine.”
It will be implemented in four parallel stages through comprehensive market research, stakeholder consultations, conceptualization and development, followed by finalization process.
“Restoring the labor market is one of the Government’s key tasks. There is significant potential among veterans, women, youth, and people with disabilities, and they need to be actively involved in the labor market,” said Deputy Economy Minister Tetiana Berezhna.
“We have started developing an employment strategy that focuses not only on updating the legal framework, but also on reducing unemployment, combating informal employment, and strengthening social protection.”
