Employment fears grow in Ukraine, but job market remains stable
Despite growing fears of job losses, most Ukrainian businesses are focused on retaining their workforce, as evidenced by the 2024 Labor Market Barometer survey, conducted by GRC.ua and published on Dec. 13, 2024.
Survey’s key findings:
22% of Ukrainians fear layoffs, but 68.5% of companies in 2024 aimed to maintain their full workforce.
In 2025, 52% of businesses plan to retain staff, while 22% intend to expand their teams.
86% of companies are fully operational, 6% more than in 2023, while 12% are partially active but planning to resume.
88% of employers hired staff last year, and 92% plan to do so in 2025.
Challenges in job seeking:
45% of job seekers struggle to find positions with adequate pay.
21% report a decrease in vacancies in their fields.
10% say there are no suitable jobs in their area of residence.
Job search duration remains unchanged at 3–6 months.
While employers report a labor shortage, many Ukrainians still face challenges securing jobs. The average salary in Ukraine at the end of 2024 stood at UAH 20,000 ($475).
