Professional Retraining Grants for Logistics, Transport and Agri-Machinery in Frontline Regions (Ukraine)
The initiative focuses on targeted professional retraining in areas of high demand, ensuring that individuals and communities can adapt to the evolving labor market and support long-term regional recovery. The program will provide two primary grants, with the flexibility to expand depending on the quality of applications and the availability of funds.
The first grant, under Lot 1, focuses on retraining individuals for logistics and transport occupations. This sector is essential for rebuilding infrastructure, improving supply chains, and ensuring that goods and services reach communities efficiently. The second grant, under Lot 2, targets the training of agricultural machinery operators — a critical role in restoring and modernizing Ukraine’s agricultural backbone. Each grant is designed to create new employment pathways and contribute directly to the resilience of local economies.
The program’s goals are ambitious yet practical. Half of the participants are expected to gain new professional skills, while a quarter will secure expanded employment opportunities as a direct result of the retraining. Another quarter of the effort will focus on engaging employers in the training and hiring process, creating a bridge between skill acquisition and actual job placement. This alignment of education and employment ensures that retraining is not only theoretical but translates into real economic benefit.
Grant durations will vary — up to nine months for logistics and transport training and up to ten months for agricultural machinery retraining. Each grant is valued at up to UAH 5,536,000, with final amounts determined through negotiation between PFRU-2 and selected grantees. The funding structure is designed to be flexible, allowing adjustments based on the scale, scope, and justification of proposed activities.
Eligibility is limited to non-profit organizations officially registered in Ukraine, such as NGOs and civil society organizations. Applicants must demonstrate operational capacity, technical expertise, and the human resources necessary to develop and deliver comprehensive training programs. Experience in vocational education, driving schools, or human capital development initiatives will provide a significant advantage in the selection process.
An essential component of the grant is inclusivity. Applicants must present clear strategies for identifying and supporting participants from diverse social backgrounds, ensuring that underrepresented groups are not left behind in the recovery process. Collaboration is also at the heart of the initiative, with applicants encouraged to partner with employers, educational institutions, and local authorities to ensure practical training, certification, and employment pathways.
A notable feature of the program is its gender inclusivity principle. In cases where applications score equally during selection, preference will be given to organizations where women play a leading role in decision-making positions. This approach reinforces a commitment to equitable participation and leadership in the country’s reconstruction efforts.
