The Ukrainian government has agreed on a draft law to simplify the procedure for issuing work and residence permits for foreigners. MP Oleksiy Honcharenko announced this on his Telegram channel, citing the decision of the Cabinet of Ministers.
One permit instead of two: what will change?
According to the document, instead of two separate work and residence permits, it is planned to introduce one single permit. It will simultaneously grant the right to live and work in Ukraine, which will significantly speed up the process of legalizing foreign specialists.
The plans also include the creation of a state online portal where Ukrainian employers will post vacancies and foreigners will apply for permits remotely.
The document has now been approved by the Cabinet of Ministers and submitted to the Verkhovna Rada.
Why is this important for the labor market?
Ukraine continues to experience a shortage of workers and technical personnel. Companies are actively reviewing incentive packages and terms of cooperation to retain employees. At the same time, surveys show that most Ukrainians do not plan to change jobs, but are willing to do so if they receive a higher salary.
According to the study, more than 60% of employees would stay in their current jobs if they received a pay raise, while 13% are already open to finding a new job. Among the main reasons for employers’ reluctance to dismiss staff are staff shortages and language barriers in dealing with foreigners.
