The document for employment without a residence permit in Serbia and North Macedonia is issued by the government
The government of Albania, North Macedonia and Serbia approved a document called Open Balkan Charter. It gives free access to the labor market of 12 million inhabitants to any interested individual.
The protocol approved by the government and published in the official notebook allows citizens to apply through a special electronic platform set up by the three states. The applicants for the open job positions can use the card called the Open Balkan Identity Card, where a unique code is given to each employee.
A stamp that will confirm the employee’s free movement permit will be issued electronically by the Regional Directorate of Migration and Borders if the applicant is accepted into one of the job positions.
According to the protocol, citizens of the three states cannot apply for access to the regional labor market without first revoking the permit, if they have obtained a temporary residence permit.
The establishment of a joint working group with representatives from the three countries is already defined by the protocol.
They signed the creation of the free labor market as an initiative of Open Balkan at the summit held in Tirana in December 2021. The joint protocols for the implementation of this project were signed by the three countries at the next Summit in Skopje.
