Georgia to introduce work permit system for foreign workers from March 1

Georgia will require most foreign workers to obtain a work permit before taking up employment from March 1, 2026. The reform marks a shift from the current system, under which the country does not have a formal work authorisation process for foreign workers.

Under the new rules, foreign employees and self-employed foreign workers must secure a work permit. Employers will need to submit applications on behalf of their foreign staff. Permanent residence holders will not be subject to the requirement.

Georgian authorities said employers must first post job vacancies on a government portal for 10 business days before applying for a work permit. This labour market test was added in an update issued on February 25, 2026.

Transition period and penalties
Foreign workers already working in Georgia before March 1, 2026, must obtain a work permit by January 1, 2027, under a transition arrangement.

The standard processing time for a work permit will be up to 30 calendar days. Authorities will impose fines on both foreign nationals working without a permit and their employers. Repeat violations may attract double or triple the standard penalty.

Exceptions to the new requirement include permanent residence holders, recognised refugees, asylum seekers and holders of valid investment residence permits, among others.

The government has said the changes aim to improve oversight of foreign participation in the local labour market and address cases of individuals working without permits, including those entering as tourists. Further regulations are expected to clarify eligibility criteria and implementation details.
